Suspicious-looking Stranger on Neighbor’s Lawn

Spotted this guy about 5:30 am today. Asked his name and he said it was something vaguely Irish, like Jack O’Leary or O’Lantern or something. Claims to live in neighbor’s attic, claims they keep him locked in a box year-round, claims they only let him out in October.
I reported to police but they claim *I’m* the crazy one.
